Summary About the Position: This position is located at Department of Resource Management, Fort Gordon, GA. This is a Direct Hire Solicitation A recruitment incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Duties Revises budget formulation and execution methods to strengthen accuracy, consistency, and regulatory compliance. Maintains and interprets extensive historical and current financial datafrom multiple Medical Treatment Facilities to develop Command Budget Estimates and supportspecial studies and reviews. Evaluates contractor financial management practices toensure proper resource utilization, quality control, and subcontractor oversight. Develops performance standards and preparesperformance appraisals to support employee development and accountability. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement. Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. This is a DoD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes forecasting operational needs to establish budget figures; advising on financial operations to ensure regulatory compliance; AND monitoring expenditures or requisitions to identify discrepancies or funding shortages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
