Summary
This position serves as a Financial Accounts Technician in Fiscal Service at the VA Hudson Valley Health Care System in Castle Point, NY. The primary duties include performing analysis and evaluation of financial/accounting or payroll data and applying a working knowledge of these functions as they pertain to a revolving fund environment.

Duties

Major Duties:
Receives, reviews, and processes varied requests/documents for the obligation and accrual of funds.
Examines request documents for propriety of accounting data, to include accounting classifications, job orders, cost centers, etc., performs preliminary review to ascertain the availability of funds for certification purposes and communicates, with originator on questionable data submitted, in order to resolve problems.
Inputs obligations, accruals, adjustments and cost transfers into the automated accounting system, reconciles input to output, and corrects any rejections.
Maintains obligation/accrual files to include disbursements.
Reviews manual and automated records in order to determine whether they have been obligated, modified, or cancelled, investigates and follows up on long outstanding payables, and recommends de-obligations or adjustments to include processing cash transactions for recording the receipt of checks, money orders, and other negotiable instruments.
As the back-up coordinator of the OLCS (On-Line-Certification System from Austin), the voucher examiner is responsible for reviewing and examining all vouchers for payment and reimbursements.
Audits vouchers lists for accuracy and corrects any errors, or deletes vouchers that cannot be corrected.
Prepares and audits all vouchers received from companies and individuals for payments and/or reimbursements for services or purchasing of goods; audits all invoices for accuracy, adequacy, and policy compliance before submitting for payment; provides staff with training on the OLCS; must contact various individuals for missing documentation for submission to avoid late payments resulting in late interest penalties; verifies and audits upload data, and prepares downloads into CAPPS (Computer Assisted Payment Processing System) for the agency.
Composes letters and messages to care lines/services, companies and individuals on providing information/data/updated changes/potential changes to policy.

Ensures all transactions are processed.
Reviews payments in progress dates to see if paid on time.
Monitors timekeeper cost input for the facility and is responsible for resolving any problems that occur during input or submission and reconciling available hours.
Performs a full range of customer service functions for the facility and Community Based Outpatient Clinic activities.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am to 4:30pm

Qualifications
To meet the qualifications of the position you must have the following:
SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience: Experience performing financial accounting functions (e.g., handling funds, processing payments, posting financial transaction information, balancing financial accounts). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
