Summary There is an anticipated vacancy for the position of Assistant Counsel, Navy Recruiting Command (NRC), Millington, TN . The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze. Learn more about this agency Duties You will assist the command counsel, providing legal advice and guidance in all OGC practice areas to support the DON's recruiting mission and secure DON interests in administrative and federal court litigation. You will handle cases that are heavily contested by stakeholders in formal hearings or informal negotiations. You will independently plan, organize, and conduct studies of legal problems, cases, or legislative proposals within the core program area. You will independently organize facts, research and analyze legal precedents, define legal and factual issues, draft legal documents, and develop conclusions and recommendations. You will prepare legal briefs and opinions, negotiate settlements, and represent cases before forums like the GAO, ASBCA, MSPB, and EEOC. You will also work with the Department of Justice on DON litigation in state and federal courts as needed. You will perform administrative functions related to the practice of law, participate in organization-wide or command-level initiatives, and perform other duties as assigned. You will have the knowledge to handle complex and sensitive legal issues, identifying the best legal strategy to resolve problems or represent the client’s interests. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications This position will be filled under the General Schedule (GS) pay scale at the GS-13 or 14 level, depending on the qualifications of the successful applicant, and will have a full performance level of GS-14. To be eligible for selection at the GS-13 level, Your resume must demonstrate at least two years of recent and relevant professional legal experience. To be eligible for selection at the GS-14 level, Your resume must demonstrate at least three-and-one-half years of recent and relevant professional legal experience. Pay will be set commensurate with the successful candidate's qualifications and available funding. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
