Summary This position is located within Research and Development at the Indianapolis VA Medical Center. The position serves as the director of research operations. Learn more about this agency Duties ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to, the following: Coordinates a wide range of administrative activities such as fiscal management, human resource management, funding proposal preparation, regulatory compliance, logistics and infrastructure, and implementing national policy; Establishes and facilitates research service policy; Assists in overall strategic leadership, planning, direction, and coordination of all activity within the research program; Coordinates research activities with other VA and non-VA programs and maintains compliance with local, state, agency and federal requirements and regulations; Oversees and coordinates the complete records management program; Participates in external audit reports and site visits from regulatory and accreditation agencies; Directs the work of the grants administrator and oversees submissions; Supervises R&D Service administrative personnel; Directs the personnel management program for research service, including matters involving recruitment, promotions, awards, position classification, training, disciplinary actions, etc.; Oversees budget formulation, justification, execution, and financial reporting; Performs other duties as assigned Work Schedule: Monday-Friday; 8:00am-4:30pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Telework: This position may be authorized for telework. Qualifications To qualify for this Administrative Officer - Research GS-12 position, you must have: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience is experience where you were responsible for providing a variety of management services essential to the direction and operation of a clinical research program to include budget/fiscal management; human resources/personnel management; analyzing and evaluating data to ensure the efficiency and effectiveness of a clinical research program; ensuring staff are kept updated on clinical research regulatory changes through informal/formal training. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ To qualify for this Administrative Officer - Research GS-13 position, you must have: At least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Administrative Officer - Research, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the Federal service. Specialized experience is experience serving as a supervisor, program manager, or team lead in clinical research setting, where you were responsible for or assisted with the administrative aspects of a medical research program, to include budgeting, regulatory compliance, program analysis, personnel management, and protocol management. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Administration and ManagementFinancial ManagementHuman Resources ManagementLeadership IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is sedentary. It occasionally requires carrying light objects. There is walking, bending, and standing required.
