Summary The USPTO is a fee-funded organization with approximately 13,000 employees, primarily engineers, scientists, and attorneys. The Office of the Commissioner for Patents is developing IT related systems, tools, and resources to improve Patents business operations and expand Patents capabilities. The Director of the Office of Information Technology for Patents (OITP) provides overall direction and guidance on the improvement and expansion of electronic end-to-end processing of patent applications. Qualifications Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/technical qualifications and executive core qualifications set forth below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Professional Technical Qualifications: Demonstrated ability to effectively communicate complex IT program positions and policies, and the ability to interact with a wide variety of stakeholders and colleagues and provide options/ alternatives to remedy problems and identify opportunities associated with a technically complex organization. Demonstrated ability to manage information technology resources such as infrastructure and capabilities regarding cloud migrations, artificial intelligence, and electronic filing and management systems to provide technical and organizational leadership to develop, evaluate, appropriately integrate and oversee programs in the patent business areas Expert working knowledge of the scientific, technical and legal issues associated with patent examining processes and functions that affect the development and implementation of automated information systems. Experience in directing, supervising and evaluating the activities of a professional organization. Ability to develop and achieve organizational goals; delegate assignments; motivate subordinates, teams, and individuals; and establish and maintain a positive working environment. Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems and calculating risks. Business Acumen - This core qualification involves the ability to manage human, financial and information resources strategically. Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Education The minimum educational requirement for the incumbent is at least a bachelor's degree in an engineering, scientific, or technical field or at least a bachelor's degree in any of the following areas from an accredited college or university: industrial design, product design, architecture, applied arts, graphic design, fine/studio arts, or art teacher education, or a degree equivalent to one of the listed degrees. Additional information Probationary Period: You will be required to serve a one-year probationary period unless you previously completed the probationary period in the SES. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, applicants are expected to be mobile and once appointed SES members may be reassigned at the discretion of the appointing authority.
