Summary The Department of Energy (DOE) seeks a dynamic, seasoned executive to lead Security Operations within the Office of Environment, Health, Safety, and Security. This executive will implement a comprehensive program safeguarding the DOE National Capital Area, protecting against dissident, terrorist, foreign intelligence, criminal, and insider threats. This role requires exceptional operational leadership and strategic foresight to ensure protection of critical assets and national security. The Department of Energy (DOE) is seeking a highly accomplished and innovative executive to serve as the Deputy Director of Security Operations within the Office of Environment, Health, Safety and Security (EHSS). This critical role offers the chance to define and implement advanced protective strategies for DOE's National Capital Area Headquarters, safeguarding vital assets against an evolving array of threats and directly contributing to the nation's security posture. Duties Include: Lead Comprehensive Protection Programs: Implement a comprehensive security program protecting DOE National Capital Area Headquarters facilities, personnel, property, sensitive information, and classified materials. Threat Mitigation: Safeguard against dissident, terrorist, foreign intelligence, criminal, and insider threats. Strategic Oversight: Provide executive direction and oversight for Headquarters Security Operations, including executive protection, physical protection, incident management, and operational security (OPSEC). Policy Development and Implementation: Plan, promulgate, and direct the implementation of Headquarters security strategy and ensure effective procedures for safeguards and security protocols. Emergency Response Leadership: Oversee Headquarters security response activities during operational emergencies and act as the primary liaison with federal and local law enforcement. Security Vetting and Credentialing: Manage access authorization (security clearance) functions and security vetting programs. National Security Policy Advice: Provide critical support, assistance, and advice on Headquarters Security programs to senior leadership. Interagency Representation: Represent DOE at interagency conferences and committees on Headquarters security-related issues and lead Departmental efforts to fortify energy sector security. Resource Management: Determine financial and personnel resources, identify needs for organizational improvements, and develop/direct implementing actions to achieve mission objectives. Talent Development: Oversee and direct internal organization, staffing, policies, and personnel authorities, including recruitment of senior managers and technical experts to ensure program success. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Proven ability to design, implement, and oversee multi-layered security architectures, leveraging advanced technologies and best practices to safeguard national assets, critical infrastructure, and sensitive information against diverse and evolving threats. TQ 2: Exceptional ability to lead the strategic planning, development, and implementation of comprehensive security strategies and threat mitigation plans for a large-scale government facility. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Education No education requirements for this position. Additional information Veterans Preference: Veterans' preference is not applicable to the SES. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders.
