Summary

You will serve as KEY MANAGEMENT INFRASTRUCTURE OPERATING ACCOUNT MANAGER (KOAM).
Duties
You will as the KOAM be the expert on all CMS and Communications Security (COMSEC) material issues and ensure all COMSEC holdings are properly administered per the provisions and specifications of CMS 1 and local policies.
You will be responsible for the proper administration of the command’s COMSEC account, proper handling, use and control of COMSEC materials.
You will perform the full range of administrative and technical supervisory duties.
You will acquire, monitor and maintain the authorized holdings of COMSEC material for Supervisor of Shipbuilding Bath (SSBA), Detachments, and new construction ships.
You will provide written instruction and guidance to SSBA, waterfront test engineers, and ship's force personnel regarding proper storage, handling, destruction, disposition and accounting procedures for COMSEC equipment and material.
You will conduct required inventories and ensure timely replacement of and disposition of obsolete COMSEC equipment.
You will review training programs to ensure local requirements are met and enhance the awareness of state-of-the art and future technology.
You will perform technical or analytical work pertaining to multiple areas of telecommunications systems, facilities, services, and procedures.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to obtain and maintain an interim and/or final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
You will be required to obtain and maintain a current Navy KOAM (KMI Operating Account Manager) certification.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 grade equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating communication security policies and methods to ensure compliance with cryptologic management regulations and developing additional security measures for the protection of COMSEC materials and equipment for a defense activity.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
This position is covered by the Department of Defense Priority Placement Program.
