Duties
The incumbent works under the local supervision of the Quality Improvement Manager and is subject to national programmatic oversight by the Chief, Quality Management, for quality improvement programs for inmates receiving Ambulatory Care and Nursing Care Center services. Responsible for assisting the Quality Improvement Manager with the performance improvement programming, monitoring the quality of processes of care and efficiency of the health care delivery system. Facilitates and coordinates performance improvement data collection, trending, analyzing, as well as preparing and displaying improvement data trends to discern patterns of negative trends impacting patient care within established timeframes. Along with all other correctional institution employees, incumbents are charged with responsibility for maintaining security of the institution. The staff correctional responsibilities preceded by all others required by this position and are performed on a regular and recurring basis.

Qualifications
To be considered for the position, you must meet the following qualification requirements. Basic Requirements:Education:Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. ORSpecialized Experience:Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
ANDIn addition to meeting the Basic Requirements, applicants must have the following: Education:GL-07: One full year of graduate level education OR Superior Academic Achievement. GL-09: Master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Major study - - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. ORExperience: GL-07 and GL-09: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade. To be creditable, this experience must have equipped the applicant with the qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned);
and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Some examples of this qualifying experience are: GL-07:
Experience preparing reports and correspondence regarding patient care, delivery of patient care and evaluation studies for appropriate sources.
Experience organizing and maintaining health services records or creating filing systems and databases.
Experience applying Joint Commission standards to the operation of Health Services in an institution.
Experience exchanging technical administrative, or investigative information with individuals in the organization and the public.
GL-09:
Experience assisting in the evaluation of current health care delivery systems and quality of care administered throughout a medical complex.
Experience collecting, analyzing, and interpreting highly technical information related to quality improvement.
Experience assisting with generating monthly quality improvement audit reports, collecting and analyzing applicable data, reports and findings.
Experience and knowledge working with a wide range of medical concepts, principles, and practices to perform specialized assignments of advanced nature and considerable difficulty, requiring extended specialized healthcare training and experience.
ORCombination of Education & Experience: GL-07 and GL-09: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. Superior Academic Achievement. (S.A.A.) applicants MUST provide a transcript in order to be considered under S.A.A.
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies
In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled.

Additional information
In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for original appointment to a position in a Bureau of Prisons institution. If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage.

Special Conditions of Employment Section:
Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.
All applicants are subject to, and must satisfactorily pass all screening requirements in relation to National Crime Information Center (NCIC) and credit check.
All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
Successful completion of the "Introduction to Correctional Techniques", three-week training course at Glynco, Georgia is required. Additional selections may be made if vacancies occur within the life of the certificate.
