The primary purpose of this position is to contribute to readiness and improve productivity through Services programs that promote and enhance the wellness, morale, and quality of life for the entire community. Learn more about this agency Duties This position provides technical and/or administrative direction to one or more subordinates, but occupies less than the required minimum of the position's time, or is not performing the full range of supervisory duties for subordinate employees (i.e., performance ratings and discipline). Oversees the planning, scheduling, and promotion of a monthly calendar of recreational activities, including dances, holiday observances, tournaments, contests, tours, parties, entertainment, quizzes, music, and drama. Submits marketing requests in a timely manner to ensure scheduled activities/events and ticketing promotions are publicized through posters, news releases, invitations, radio, TV, and word of mouth. Encourages self-directed activities such as pool, table tennis, use of musical instruments, crafts, etc. Provides information about on-base and off-base activities, facilities, and services. Forecasts requirements for supplies, equipment, prizes, decorations, properties, costumes, refreshments, transportation, etc. Develops plans for new or increased facilities and equipment based on the needs and desires of all Edwards personnel. Prepares detailed annual appropriated and non-appropriated budgets. Reviews and updates them as necessary on a quarterly basis. Ensures that an ongoing training program is available and completed for staff and the volunteer corps to ensure a safe program is available for the Edwards Community. Employees will be required to work uncommon hours of duty since the primary mission of the Community Center is to provide off-duty recreation for base personnel. This requires working weekends, holidays, and evenings. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. OR Experience General Experience (for GS-5 positions): Experience that provided a knowledge of the goals, principles, methods, and techniques of recreation, and an understanding of the interests of individuals or groups. Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include: Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels. Instructing in the principles and techniques of recreational program planning and management. Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Generalized experience is experience in contributing to readiness and improve productivity through Services programs that promote and enhance the wellness, morale, and quality of life for the entire community. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: We are seeking a vibrant and creative Community Center & Information, Tickets, and Tours (ITT) Manager to serve as the heartbeat of our installation's recreational programming. The ideal candidate will be a multifaceted event coordinator and program director who excels at bringing people together through dynamic monthly activities, travel opportunities, and installation-wide community events. 2 years of community center operations and large-scale event planning experience desired. 2 years of travel, ticketing, and tour management experience desired. 2 years of recreational program marketing and promotions experience desired KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, and techniques of recreation as they apply to the specific needs of the Edwards community. 2. Knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes involved in a Community Center activity program. 3. Skill in the effective management of the financial and physical resources of recreation programs. 4. Ability to communicate effectively, both orally and in writing. 5. Ability to supervise and implement sound personnel policies, practices, and procedures. 6. Ability to meet and deal with customers using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
