Duties
You will manage, lead, and perform work that involves developing, delivering or supporting IT systems and services.
You will provide expert technical and programmatic advice, guidance, and recommendations to management and stakeholders on critical IT issues.
You will consult with customers to refine functional requirements and translate functional requirements into technical specifications.
You will install, configure, troubleshoot, and maintain hardware and software to ensure the availability and functionality of systems.

Generally, current Federal employees applying for STRL jobs must serve at least one year at the next lower grade level.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Manage the testing and evaluation of Command and Control information systems; demonstrate knowledge of the interoperability between Navy and Tactical Data Link system infrastructures; design the integration of hardware and/or software solutions; analyze design constraints and/or trade-offs.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.
The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6.
This is a Cyberspace Workforce position, work role code Systems Requirements Planner, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
This position is eligible for ad-hoc/situational telework at the discretion of management
This position is covered by the Department of Defense Priority Placement Program.
