Job Description
Summary
This non-appropriated fund position is that of Manager of the Navy Flying Club (NFC) Program within the Fleet Readiness Division, Commander, Navy Installations Command. The function includes, but is not limited to, the development and monitoring of consistent application of policies within the Navy for the administration and management of the NFC program; application of operational policies for NFCs; and the provision of technical direction and guidance for the implementation of these policies.

Qualifications

A qualified candidate must possess the following:
At least four years of specialized experience applying, analyzing, and implementing policies for aviation programs
A qualified candidate must also possess the following:
Knowledge and skill in applying evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of the NFC Program.
Knowledge of Federal Aviation Regulations (FARS), National Transportation Safety Board (NTSB) Regulations; Advisory Circulars; Aeronautical Information Manual (AIM); Airworthiness Directives (ADs); Hazardous Materials Control Program Regulations; NFC Program Operating Instructions; associated laws, regulations, policies; and precedents which affect the NFC Program and related support in the areas studied.
Knowledge of major issues pertaining to NFC Program goals and objectives, work processes and the administrative operations of the organization.
Skill in developing new modified work methods, organizational structures, management processes, and/or NFC Program administration procedures.
Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations.
Knowledge and understanding of potential impact of policy decisions.
Knowledge and experience in Navy non-appropriated fund processes including budgeting, procurement, and personnel.
Ability to effectively prepare and present informational briefings, communicate effectively orally and in writing to various levels within the chain of command.
Ability to utilize computer skills to include spreadsheet management, word processing, PowerPoint presentations, document transfer, and a basic working knowledge of the Navy's AIMS/SAP accounting system.

Additional information
Salary is dependent on experience and/or education. Offered salary is inclusive of duty location locality pay. Must reside within the continental US at time of appointment.
