Summary
You will serve as an Education Specialist (HRPP Coordinator) in the Provost, Office of Research and Innovation at the U.S. Naval Accademy.

Duties
You will draft, update, and maintain Human Research Protection Program (HRPP) policies, SOPs, guidance, and compliance documentation.
You will provide expert advisory support to the Institutional Review Board (IRB) Chair, Institutional Official, Provost, Commandant, and other leadership on HRPP implementation, compliance risks, reportable events, and program improvements.
You will serve as primary liaison with Department of the Navy HRPP and other oversight organizations.
You will oversee HRPP training and education; maintain certification records and deliver outreach and training to the research community.
You will prepare monthly HRPP and IRB operational status reports and maintain program metrics.
You will coordinate site inspections, assist visits, and audits.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
This is a bargaining unit position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Managing an overall Human Research Protection Program in an academic and/or research environment;
2) Providing comprehensive guidance to leadership, investigators, faculty, staff, and students on human subject research program requirements, risks, and procedures;
3) Handling the regulatory compliance, coordination and administrative oversight of a Human Research Protection program in an academic and/or research environment; and
4) Providing guidance/working with an Institutional Review Board (IRB).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
