Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), Position Description Number HTATC001 and is part of the PA State Army Aviation Office, National Guard. 1 or more Position(s) may be hired against this Announcement. Entitled to 5% premium pay Learn more about this agency Duties As an Air Traffic Control Specialist (Terminal), GS-2152-11, you will perform air traffic control duties in the control tower. Execute the standardized ATC training program in accordance with guidelines established by regulations of the Department of Army (DA), Department of Defense (DoD), and Federal Aviation Administration (FAA). Operate, train, and provide preventative maintenance on a host of automated communications and display hardware and software systems that are integral and vital to the operation of the air traffic control facility. Evaluate weather reports from automated (ASOS, AWADS, IDS, etc.) or other sources (i.e. Pilot Reports) and ensure weather information is accurate, specific, and timely. Conduct and direct aircraft mishap and hazardous air traffic systems reporting. Perform other duties as assigned. Requirements Conditions of employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a trial period. Participation in direct deposit is mandatory. Federal employees currently serving in the competitive service must acknowledge they will voluntarily leave the competitive service by accepting an offer of employment for this NG Title 5 excepted service position. Must meet and maintain on a continuing basis, the physical and mental qualification standards established by the USAR or ARNG, FAA, USA, and NGB for Air Traffic Control duty. Meets the definition for premium pay as stated in 5 USC 5546a(a)1. It also meets US OPM definition for Special Rate Table Number 0565 (radar approach control duties); or Special Rate Table Number 0566 (non-radar approach control duties). Qualifications APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG employees at the State Army Aviation Office AOC B: NG employees in the State Army Aviation Directorate (This includes Army Aviation Support Facility 1 and 2, and Eastern Army Aviation Training Site) AOC C: NG Employees of the Pennsylvania National Guard AOC D: All Service Members of the Pennsylvania National Guard AOC E: Federal Employees in an Agency outside of the Pennsylvania National Guard AOC F: U.S. Citizen Applicants Supervisor for this position is Mr. Travis Smith. *NOTE: Accessioning into this position requires applicants to submit a FAA Form 7220-1 OR a FAA Credential AND a Control Tower Operator Certificate. Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. SPECIALIZED EXPERIENCE: Application must indicate 36 months experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. Experience that has provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
