Summary
About the Position: This position is located at Raymond W. Bliss Army Health Center (RWBAHC), Fort Huachuca, AZ. The Supervisory Budget Analyst serves as the Budget Officer, planning, directing, and coordinating the functions of the Program and Budget Section.

Duties
Report program status to the command group via Review and Analysis meetings.
Review and update activities and procedures in accordance with program guidance.
Direct employees engaged in tasks oriented to obtaining the data necessary to accomplish budgetary programming, formulation and execution.
Develop specific fiscal programs to support plans and objectives.
Conduct ongoing review, analysis and assessment of existing budgetary programs with regard to execution, effectiveness, efficiency and ability to fund.
Responsible for separate budgets for Medical, Dental, Public Health, and Real Property Maintenance programs.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
This is a DoD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment.
Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) forecasting operational needs to establish budget figures; 2) advising on financial operations to ensure regulatory compliance; AND 3) monitoring expenditures or requisitions to identify discrepancies or funding shortages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
