Job Description
Summary
This position is located within the Roseburg VA Health Care System (RVAHCS), Facility Management Service (FMS) as part of the Interior Design Program. The position is responsible for preparing, planning, and designing a variety of two and three-dimensional graphics, logos, maps and signs that identify, direct, inform, interpret and visually enhance the environment using design processes common to the environmental graphic design. Position reports to the FMS Maintenance & Projects Supervisor.

Duties
Major duties and responsibilities include:
Planning, prioritizing, budgeting, and scheduling work and equipment requirements.
Communicating with internal customers, vendors and facility Interior Designer to ensure finished designs are in accordance with established Facility Health Care Design Standards.
Initiating requisitions for supplies and materials required for the fabrication of signs.
Reviewing incoming work orders to assess material and manpower requirements.
Conducting research and site visits, review campus, site and/or facility drawings, renderings and other documents to understand existing conditions and determine effective wayfinding and signage solutions.
Planning, designing, and laying out reflective and non-reflective signs for outdoor and indoor use on metal, plastic, and other surfaces.
Using a variety of techniques including freehand, computer lettering, machine cut lettering, stenciling, and spray painting such as traffic, warning, directional identification, organization, and building instructional and special event signs for exterior use.
Using PC and design program to set up project parameters for lettering and digitized designs such as letter style, size, spacing, justification.
Performing other duties as assigned.
Work Schedule: Monday - Friday 7:30am - 4:00pm

Qualifications
PHYSICAL EFFORT AND WORK CONDITIONS: Work requires continual movement of hand and arm, standing, reaching, and bending, as well as lifting materials up to 5 kilograms (10 pounds). Occasionally, some projects may require heavier effort in doing tasks such as erecting signs or displays, kneeling to letter vehicles and equipment or climbing ladders. At times, sign painters may handle items up to 18 kilograms (40 pounds). Operates a motor vehicle and operates controls to start, stop, back-up and drive vehicle. Subject to the possibility of cuts, bruises, and irritation of the eyes or skin from exposure to fumes, and solvents, or paints.
Driver's License Requirement: A current and valid state-issued driver's license is required for this positionto operate the government vehicles. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current and valid state-issued Driver's License.
Most work is performed indoors in adequately lighted and heated shops, although some is performed outdoors in fair weather. Some outdoor projects may require work near moving vehicles, from ladders, and creates the possibility of falls. Employee is subject to the possibility of cuts, bruises, and irritation of eyes and skin from exposure to fumes, solvents, or paints.
(SCREEN OUT) Ability to perform the duties of the Sign Painter without more than normal supervision, related experience includes preparing, planning, and designing a variety of two and three-dimensional graphics, logos, maps and signs; reviews incoming work orders to assess material and manpower requirements; using a variety of techniques including freehand, computer lettering, machine cut lettering, stenciling, and spray painting to create signs such as as traffic, warning, directional identification, organization, and building instructional and special event signs for exterior use; using advanced design software and PC to operate plotter and thermal printer. Experience must be detailed in your resume to receive credit.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
