Summary
The United States Attorney's Office for the Eastern District of Pennsylvania's mission is to investigate, prosecute and deter violations of federal statutes, enforce and represent the interests of the United States in civil litigation, uphold civil, constitutional and victims' rights, and foster partnerships with other federal, state and local government agencies and community groups.

Duties
This Financial Litigation Technician serves as a senior technical specialist supporting Assistant United States Attorneys in the Financial Litigation Unit.
If selected for this position, you will join a well-respected team that is responsible for providing Financial Litigation Technician support in the U.S. Attorney's Office, Eastern District of Pennsylvania, located in Philadelphia, Pennsylvania, focusing in the areas of asset and financial analysis, debt Collection and enforcement, and case management support.
Typical work assignments will include:
Performing technical work to process financial litigation cases independently.
Using automated systems to research information, prepare debt-collection documents, and track debtor accounts.
Gathering and reviewing routine financial data to determine a debtor's ability to pay.
Reviewing debtor financial information and set up payment plans.
Conducting internal audits of case records to ensure accuracy and legal compliance.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
A probationary period may be required.

Qualifications
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
To qualify at the GS-07 level, you must possess:
Specialized Experience: At least one year of specialized experience equivalent to the GS-06 level in the Federal service (obtained in either the public or private sectors) performing (04) of the (05) duties listed below:
Developing, analyzing, and evaluating information regarding debtor's financial assets;
Communicating with debtors to present payment plan options, answer questions, explain pertinent financial litigation procedures, and clarify information for case resolution;
Drafting and preparing necessary letters, forms, reports, pleadings, and orders using accurate and proper information to initiate and process debt collection for criminal and civil financial litigation cases;
Returning deficient claims explaining inadequacies determined through the claim referral analysis; and/or
Working closely with attorneys in making recommendations concerning settlements, write-offs, and liquidations of civil and/or criminal judgments.
To qualify at the GS-08 level, you must possess:
Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
Performing internal control audits of financial litigation and debt collection records for compliance and legal merit;
Initiating contact with debtors concerning payment of their obligations, their ability to pay, and negotiate written payment schedules to ensure successful collection of debts;
Investigating complicated financial assets and transactions to provide analyses of information from debtors;
Interpreting and enforcing judgments pertaining to financial litigation to include fines, assessments, interests, penalties, restitution, forfeitures, and court costs; and/or
Participating in decisions concerning post judgment remedies such as garnishments, judgment debtor examination in aid of execution, or attachment and levy of the debtor's property.
