Summary DCSA is seeking a Supervisory Supply Chain Specialist (Chief, Supply Chain Management) to oversee the agency's supply chain. The incumbent will be required to report to the office on a routine basis. If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement. This position is designated critical-sensitive and requires access to Secret level information. As such, the employee must obtain and maintain a Secret security clearance. Occasional temporary duty travel (TDY) is required. The incumbent be required to travel via passenger aircraft. Incumbent may be required to operate automotive passenger vehicles in connection with the performance of duties. A valid driver’s license is required. This position is designated as "mission essential" for purposes of continuity of operations in an emergency. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Oversee shipping services and supply ordering for DCSA. Lead and oversee the formulation, development, production and evaluation of a broad range of policies, processes, and guidance on supply chain and postal/shipping operations, including mission enabling functions, and communicate these policies, processes, and guidelines to community stakeholders. Lead and directs teams engaged in studies/projects, analyses, and investigations of functional programs, systems, and processes. Apply a comprehensive knowledge of a myriad of support functions and organizational responsibilities, strategic plans, corporate objectives and appropriate management systems, analytic techniques, legal and administrative requirements and constraints, and other factors impacting on study and project outcomes. Provide program oversight to assure timely operational support and integration of new or changing. supply, postal/shipping, and purchasing operations to develop methods and techniques required for program execution. Specifically you will be evaluated on the following competencies: Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Supply Planning: Evaluates and analyzes the ability to execute the demand plan based on resource limitations and capacity constraints. Identifies, prioritizes, allocates, and manages inventory to sustain planned operational requirements and to optimize materiel availability and weapons systems readiness. This competency includes establishing business rules for returns and retrograde management. Forecasting and Demand Planning: Determines demand plans to satisfy future requirements - by applying forecasting techniques, evaluating the operational environment, and using collaborative input from customers - to achieve improved materiel availability and weapons systems readiness. This competency includes the determination of returns and retrograde requirements. Data Analysis: Analyze, model, and transform data to highlight useful information, suggest conclusions, and support decision making. Qualitative/Quantitative Analysis: Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
