Summary
This position is being filled under the memorandum from the Under Secretary of War. Title 5, United States Code, Section 9905, "Direct Hire Authority for Certain Personnel of the Department of War."
This position is part of the Department of War, Media Activity (WMA). The incumbent will be responsible for IT security in support of Department of War Media Activity (WMA) Mission Networks and Systems.

Duties
As a IT Specialist (INFOSEC/PLCYPLN) at the GS-2210-13 some of your typical work assignments may include:
Directs and controls assigned Information Assurance (IA) services and provides specialized Information Security (IS)/IA services throughout the WMA enterprise.
Serves as a technical expert Information Technology Cybersecurity Specialist (INET) and oversees certification and accreditation activities for Information Assurance Compliance (INFOSEC) for the WMA Technology Support Office, Mission Systems.
Serves as ISSO for Mission Systems broadcast network and ancillary systems.
Plans organize and lead projects that involve high-level policy and program impacts and require a highly sophisticated understanding of modem communication methods and the technologies supporting those methods.
Research technical capabilities of contractors, develop estimated costs, drafts technical requests for proposals, assess capability of contract experts, and provide advice to the WMA Enterprise Architect on final selection.
Confers with the engineering staff and enforces DISA and National Security Agency (NSA) technical guides to evaluate information assurance requirements of overall infrastructure.

Must be able to obtain and maintain a Top-secret security clearance. Failure to obtain or retain a top-secret security clearance may result in termination of employment.
Must be able to pass a pre-employment drug test screening, and periodic testing thereafter.
Applicants must also have five years of experience in the IT/IA field, have worked previously as a systems administrator and a security technician.
This is a DoD Cyberspace Workforce (CWF) position, and as a condition of employment, the incumbent must be fully qualified for their assigned work role(s) in accordance with DoDM 8140.03.
Qualifications
You may qualify at the GS 13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical Information Assurance (IA) issues, security concepts, standards, and methods.
Maintaining an organization information system-level Information Assurance (IA) program that identifies IA architecture, requirements, objectives, policies, personnel, and processes and procedures.
Analyzes complex information security problems, mission vulnerabilities, security impacts to mission assurance, and convergence difficulties involving multiple security disciplines and other functional areas and provides cost effective, efficient, and productive solutions to ensure mission success.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series.
You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
