The primary purpose of this position is to serve as Wing Training, and Inspections Program Manager for the 480th Intelligence, Surveillance, and Reconnaissance Wing (480 ISRW). Responsible for a wide range of training and inspections across the globe consisting of six geographically separated ISR Groups and 23 subordinate squadrons. Provides Wing Training, and Inspection support.
Duties
1: Civilian and Military Training Manager. Manages the 480 ISR Wing training program IAW established directives/guidelines. Ensures civilian training requests are prioritized by the Management Training Committee and approved training is accurately updated into the Civilian Automated Training Input Program (CATNIP). Provides Wing Civilian Training program and resource management advocacy, advice, and counsel to unit/organization leaders, directors and commanders. Provides data on educational and training requirements in a timely manner to identify any shortfalls.
2: Plans, organizes, and manages a wide range of complex activities involved in the Wing Training Inspection Program. Executes tasks in support of the wing training program, and provides consultation and advisory services to wing leadership, commanders/directors, and managers of assigned organizations. Develops inspection objectives in support of long and shortrange goals, correlating the requirements of the training functional areas, and providing comprehensive and timely guidance for all units.
3: Develops a wide range of strategies, guidelines, and procedures to conduct comprehensive conventional and nonconventional intelligence training inspection programs comprised of substantial variety and scope. Formulates and recommends plans for the wing inspection program and associated actions necessary to fulfill inspection requirements IAW higher headquarters directives and instructions.
4: Represents the wing training program as part of the Wing Inspection Team function in a variety of meetings, in working groups, and other situations. As the wing training functional expert, participates in IG office discussions regarding inspection functions with a variety of operational and support plan OPRs, command and control personnel, functional experts, tenants, and other entities.

The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Average of six temporary duty assignments per year, typically one week in length
Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive knowledge of program management principles, regulatory guidelines, and evaluation methodologies to enhance and oversee program performance. Expertise in DoD, Joint, and Air Force policies, instructions, and regulations is crucial, particularly in relation to managing inspections and wing and unit training programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Comprehensive knowledge of program management principles, regulatory requirements, and evaluation methodologies to oversee and improve program performance.
2. Knowledge of DoD, Joint, and AF policies, instructions, and regulations directing the management of inspections and wing and unit training programs.
3. Skills in using tools such as IGEMS and MICT to assess compliance, support inspections, and generate actionable insights.
4. Skills in planning, organizing, and optimizing work operations to meet objectives within resource constraints.
5. Ability to lead unbiased inspections, provide objective assessments, and guide risk-based decision-making.
6. Ability to apply analytical techniques to evaluate complex data, identify trends, and recommend improvements to meet organizational goals
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
