Summary The Office of the Chief Human Capital Officer (OCHCO) is seeking high-performing Human Resources (HR) professionals to provide guidance, policy support, and consultative services on complex human capital matters and high-visibility HR initiatives that impact workforce effectiveness and mission delivery. Multiple positions may be filled from this announcement and may include Employee Relations, Executive Services, Classification and Position Management, Policy, and HR Business Partner services. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Provides management consultative services and expertise in one or more HR functional areas, e.g., HR Business Partner, employee relations, Executive Services, position management/classification, workforce planning/analytics. Serves as a senior HR advisor on complex, high-visibility, or sensitive issues affecting managers, employees, or organizational operations. Provides authoritative interpretations of HR laws, regulations, policies, and guidance and recommends courses of action on difficult and complex matters. Partners with leadership and OCHCO functional areas to support and provide input for workforce planning, organizational changes, or human capital initiatives. Provides HR subject matter expertise on teams, working groups, or projects. Prepares written products such as case documentation, advisories, policy/procedure documents, and reports related to assigned HR work. Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Providing support, guidance or technical services on human resources matters Applying human resources regulations, policies and procedures to resolve conventional issues and problems Conducting factfinding and recommending solutions to resolve procedural or recurring issues in one or more HR functional areas OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field OR d) LL.M., if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Providing advisory or consultative services to managers or leadership related to human resources products and services Interpreting and applying HR laws, regulations, policies, and procedures to resolve issues and recommend appropriate courses of action Identifying, evaluating, and recommending solutions for problems or issues in one or more HR functional areas To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Providing advisory services to managers or leadership on complex human capital matters affecting programs or organizational operations Interpreting and applying laws, regulations, and policy to resolve difficult HR matters and recommend appropriate courses of action Researching and evaluating human resources issues and advising management on strategic or operational decisions in one or more functional areas Your resume must include a clear and detailed narrative description, in your own words, of how you meet the required specialized experience.
