Summary This position is located at Financial Management Branch, Fort Bragg, NC. Incentives and Bonuses Incentives will not be paid. Army NAF paysetting rules apply to this vacancy. Learn more about this agency Duties Serves as the Chief of the Financial Management Branch (FMB) within the NAF Support Management Division (NAFSM), of the Directorate of Morale, Welfare, and Recreation (DMWR); Appropriated Fund (APF) and Non-Appropriated Fund (NAF). Develops and monitors quality control procedures for all NAF operations, monitors both revenues and expenditures, inventory ceilings, costs of goods sold, labor, net income percentages, and personnel requirements. Uses required/applicable automation software and hardware to perform analytical, technical, and administrative tasks required during phases of the budgetary and execution process. Performs all of the duties normally associated with supervising a subordinate staff of approximately 10. Requirements Conditions of employment Direct Deposit and Social Security Card is required. Meet qualification/eligibility/background requirements for this position. A one-year probationary period may be required. Satisfactorily complete an employment verification (E-Verify) check. Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation. Work is performed primarily in an office environment and is sedentary. Although there are long periods of sitting there is also requirements frequently to stand, walk, push, pull, stoop, and lift light to moderate items up to 25 pounds. The work requires the mental, physical, visual, audio, and dexterity to be at levels that ensures the employee can accomplish the listed duties in both a safe and satisfactory manner. There may be a requirement to drive to meetings, travel on TDY, and work overtime and weekends. The incumbent must be bonded. Qualifications Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position. A qualified candidate must possess the following: Demonstrated ability to perform the duties described above using the theories, principles, practices, and techniques of generally accepted accounting principles. Work experience should include: a. Interpreting and assessing program financial performance using standard financial management systems; b. Interpreting balance sheet and profit and loss statement results: c. Applying commercial budgeting techniques; d. Supervisory experience directing technical and professional financial management operations. Progressively responsible work experience in budget or finance that provided the incumbent the knowledge of appropriated fund and nonappropriated fund regulations on budgetary processes and requirements is required. The work experience must demonstrate the knowledge and ability to balance funds between accounts; i.e. transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs. Must have excellent organizational skills; be highly skilled in written and verbal communications and able to deal tactfully and effectively with employees in all levels of the organization. Must be proficient in Microsoft Windows, Word, Excel, and other software as required, and be able to meet stringent deadlines in a fast-paced environment. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": Possess a degree in accounting or a related field-such as business administration, finance, or public administration-that included or was supplemented by at least twenty four (24) semester hours in accounting (up to six (6) hours may be in busines law) OR; Possess a combination of education and experience, at least four (4) years of experience in accounting/finance or an equivalent combination of accounting/finance experience, college-level education and training that provided professional accounting knowledge AND experience with NAF/MWR programs. In addition, some individuals may also be authorized Temporary Quarters Subsistence Expenses (TQSE). Allowances and Differentials This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander. Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid.
