Insulator Supervisor

Summary The position is located in the Architect of the Capitol, Office of the Chief Engineer, Construction Division, Construction Execution Branch. The incumbent serves as an Insulator Supervisor. The position requires confined space and asbestos abatement certifications. The position is subject to medical monitoring. Learn more about this agency Duties Tour of Duty: Night (8:00 pm - 6:30 am) Hours may change depending on operational needs of management. Must complete Asbestos Abatement and Confined Space Certification Training within six (6) months after appointment.   Major Duties Include: Supervision Under the direction and approval of the General Insulator, the Insulator Supervisor ensures that employees are working on the established priorities and meeting the set deadlines. As required, coordinates work with supporting or related work functions controlled by other supervisors. Redirects individual workers and resources to accomplish unanticipated work and/or equipment failure. Informs the General Insulator Supervisor of the need to revise work schedules and re-estimates labor and other resources. Participates with the General Insulator in the initial planning of current and future work schedules, staffing needs, estimates, and recommendations as to scheduling projected work. Assigns duties to workers and evaluates their performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher-level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Observes work in progress, investigates work-related problems and determines causes. Implements corrective actions to resolve work problems. Recommends acquisition of specialized equipment and tools. Resolves work operations problems. Establishes or revises standard operating procedures for work operation. Hazmat The incumbent performs pre and post construction hazardous material surveys and ensures that appropriate hazardous material notifications are posted. Directly oversees the hazmat removal operations including hazmat removal (asbestos, lead paint, and silica) plans, construction and operation of the containments and negative air machines, bagging, sealing, and marking bags, and removal from the site. Insulation Responsibilities Evaluates damage to insulation components and systems and recommends repair procedures for implementation by the work crews. Specifies and applies a variety of materials, such as vapor sealing compounds, waterproof covers, and fireproof papers, to address unusual environmental requirements including extremes of temperature or pressure. Specifies and applies double-layered insulation with staggered seams to withstand forces found in proximity to turbines and high-pressure steam lines. Oversees the joining, assembly, and installation of insulation material on irregularly shaped surfaces or unique objects such as turbines, air ducts, heaters, generators, and refrigeration units. Inspects and tests a variety of insulation installations and repairs performed by others. Requirements Conditions of employment You must be a U.S. Citizen. Must complete asbestos abatement training within six months after appointment (plus attend annual refresher training) as prescribed by 29 CFR 1910.146 and EPA’s Model Accreditation Plan (MAP) which is promulgated in the Asbestos Hazard Emergency Response Act (AHERA) regulations, 40 CFR 763, Subpart E, Appendix C for supervisors and employees prior to being assigned to these duties. Incumbent must have: a current asbestos license to perform asbestos abatement; a current Lead certification license to perform lead-based paint abatement; and a current confined space certification.
