Duties
The Public Buildings Service (PBS) is the landlord for the civilian Federal Government. PBS manages approximately 360 million rentable square feet of workspace for federal employees, including more than 1,600 Federally owned assets and almost 7,000 leased spaces. The Deputy Assistant Commissioner (DAC), Office of Program and Project Management, serves as a strategic leader, supporting the management of construction programs and projects, while acting as a critical link between congressional funding, federal agency requirements, infrastructure development, and PBS staff.
The DAC, Office of Program and Project Management is responsible for supporting the development and execution of a strategic vision that ensures each program/project not only meets the specific functional requirements of federal agencies; but also, maximizes the long-term value and performance of the federal real estate portfolio. The DAC, Office of Program and Project Management also manages and oversees agency wide activities to ensure the rigorous adherence to budget parameters while maintaining exceptional standards of design and functionality. This oversight involves a sophisticated analysis of proposed plans, evaluating each program/project's alignment with broader strategic objectives, potential return on investment, and its capacity to support the operational needs of Federal agencies, GSA, and the public.
Additionally, the DAC:
Leads change, develops innovative solutions to complex programmatic challenges, leverages organizational knowledge, and advances meaningful and impactful improvements to the Office of Program and Project Management; while translating high-level strategic goals into actionable initiatives, partners with Assistant Commissioner (AC) to implement national strategies, monitor performance measures and metrics for program effectiveness, contributes to the strategic planning process, identifies opportunities, addresses challenges, and implements.
Uses business acumen to adapt to changing client requirements, identify new opportunities, make adjustments to contribute to overall agency goals and milestones.
Makes high level data driven decisions regarding programmatic operations, functions, and activities managed and/or facilitated by the Program and Project Management office; while driving results and building coalitions to ensure effectiveness in accomplishing major internal and external GSA/PBS and agency priorities.
Develops an effective risk assessment framework for program office, while creating accountability mechanisms, identifies business standards, measures and/or benchmarks related costs, best practices, customer satisfaction, and quality sufficient enough to ensure outcomes meet the highest organizational standards with adherence to Federal laws and regulations.

OTHER CONDITIONS OF EMPLOYMENT:
This position is a critical sensitive national security position. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply for the position. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.
If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification statement confirming their selective service status.
Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
Veteran's preference does not apply to positions in the Senior Executive Service.
Qualifications
All applicants must meet the Mandatory Technical Competency and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL COMPETENCIES:
Demonstrated experience working with executive level colleagues, employees, customers and other stakeholders to develop innovative solutions to complex programmatic challenges, strategies to drive impactful improvement, and planning metrics for a program office with broad, strategic level impacts.
Demonstrated leadership and management of high profile, multi-million dollar, real estate design and construction projects, delivered within scope and on budget.
Demonstrated experience developing effective risk assessment framework, measures and benchmarks, and accountability mechanisms to ensure the highest adherence to Federal law and regulations.
EXECUTIVE CORE QUALIFICATIONS (ECQs):

NOTICE REGARDING SALARY: GSA has established Pay Tiers within the Governmentwide SES pay band and categorized each SES position in the agency into one of three tiers. This structure is designed to provide a more refined approach to executive compensation, aligning pay levels with the scope, complexity, and impact of each SES role. This is a Tier IIISES position. Current SES members whose salary equals or exceeds the maximum advertised salary for this position, will not lose pay upon appointment.
