Summary This vacancy is for an Export Analyst at the Department of Commerce, in the Bureau of Industry and Security (BIS), within the Export Administration (EA), Office of Technology Evaluation (OTE), Emerging Technology Division (ETD). ETD identifies and analyzes emerging and foundational technologies that are essential to the national security of the United States, pursuant to Section 1758 of the Export Control Reform Act (ECRA) of 2018. Duties As an Export Analyst, you will perform the following duties: Plans, guides, directs and independently conducts analysis of trade, domestic and foreign availability, and other national security matters to measure effectiveness of future export controls on emerging and foundational technologies. Prepares material, including briefing materials and presentations on a range of complex and technical topics related to emerging and foundational technologies for use by various audiences. Leads BIS emerging technologies initiatives with relevant analysts within the interagency (e.g. Department of War, Energy, and State), the Executive Office of the President, foreign governments and U.S. industry. Participates in meetings, conferences, exchange ideas with other experts in related disciplines and to acquire and assess information that could impact assessment of emerging and foundational technologies. This Job Opportunity Announcement may be used to fill other Export Analyst GS-1101-14, Full Performance Level (FPL) GS-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience. Requirements Conditions of employment You must be a U.S. citizen to apply for this position. This position requires a TOP SECRET/SCI CLEARANCE. You must successfully pass a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use of possession of drugs. A probationary period may be required. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Performing investigations, monitoring, evaluating and/or compliance work on U.S. export control matters; and Utilizing analytical tools to collect, organize, and evaluate data to identify key findings and trends; and Representing an organization to collect, organize, and evaluate data to identify key findings and trends; and Planning, guiding, and conducting studies and analyses of trade data, domestic and foreign availability of items, and other national security matters. Education There is no positive education requirement for this position.
