Summary
The primary purpose of this position is provide members of the Secretariat, Air Staff, Assistant Secretary (Acquisition), PEOs and field level offices with actionable, candid, and independent legal advice and counsel, effective advocacy, and creative problem solving, on all matters pertaining to government procurement law for major weapon systems, Services, information systems, space systems, patent and intellectual property, Small Business law, and non-procurement instruments.

Duties
Assists the Deputy General Counsel (Acquisition) and/or designated supervisor in carrying out responsibilities in matters pertaining primarily to acquisition law (including associated Special Access Program (SAP) level duties and responsibilities). Comprehensive knowledge of government contract law and underlying principles and maintains current knowledge of new developments in this area.
Recognized throughout the Department of the Air Force as a subject matter expert within the area of acquisition law. Provides legal advice, counsel, and opinions to the General Counsel, Principal Deputy General Counsel, the Deputy General Counsels and/or designated supervisor on the most complex legal issues related to these areas of expertise.
Represents the General Counsel's office at meetings on problems relating to the functional areas assigned. Attends meetings with high-ranking officials from DoD, DoJ, other government agencies, and private industry on matters relating to Air Force policy.
As assigned and without direct supervision, accomplishes specialized projects, which require an exceptionally high level of legal training and experience. Such projects may involve participation in Air Force or inter-Air Force working groups and may require field trips to military installations and other locations.
Represents the office of the General Counsel and/or the Air Force in conferences with senior representatives of DoD and other defense agencies and military departments, other government agencies, and private industry on matters of interest to the Air Force. Prepares and presents speeches in various AF operating offices and legal educational seminars.

Attorney appointments are subject to serve a one-year probationary period.
Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
Must have graduated from an accredited law school and admission to, and in good standing with, the bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
Must be able to obtain and maintain a Top-Secret/SCI Clearance
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
Employee must within 30-days of assuming this position and by 15 February annually, thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
May be required to travel by military or commercial aircraft in the performance of TDY assignments.
May be required to work overtime on an unscheduled or emergency basis.
This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).
Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the role and duties of a senior government attorney.
2. Superior knowledge of applicable substantive federal laws, regulations, and policies with specific focus on all matters pertaining to acquisition law.
3. Ability to successfully accomplish specialized projects and resolve novel problems by applying facts to applicable law to achieve Air Force objectives.
4. Skilled in various research methodologies, including computer-assisted technologies; ability to gather, analyze, and coherently communicate data involving complex legal issues and theories.
5. Knowledge of communication methodologies and staffing processes peculiar to the legal profession and the Air Force.
6. Ability to communicate effectively, both orally and in writing; skilled at communicating, coordinating, and collaborating in order to foster effective working relationships

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT
** This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
