Summary
This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.
This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, District of Columbia.This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.

Duties
Serves as an expert IT Specialist working in specialty areas such as policy and planning, security, systems analysis, applications software, operating systems, network, data management, systems administration, and customer support.
Performs the full range of activities relating to IT project management to include in-garrison support, trip site support, and continuity of operations locations.
Responsible for the end-to-end engineering of divisional technology requirements including the development of system architecture diagrams, validation testing, quality assurance, certifying system performance, and security across all enclaves.
Serves as a lead and expert advisor to the Voice Systems Division, providing expert guidance and strategic recommendations regarding the engineering, implementation, and sustainment of secure voice and communication platforms.
Performs work involving the planning, installation, configuration, testing, implementation, and management of the White House Management Office's (WHMO) Command and Control Network.

This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

This is a Top Secret/SCI position with Yankee White.
This is an Emergency Essential Position.
Must complete an OGE Form 450, Confidential Financial Disclosure.
Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
In addition to meeting the basic requirement, applicants must possess qualifying experience.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:
Experience serving as a technical professional or engineer leading technical teams and collaborating with diverse internal and external stakeholders; AND experience managing the delivery of IT projects involving enterprise IT infrastructure or unified communication systems (voice, data, radio, and video) over Internet Protocol (IP) networks.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

There is no substitution of education for the Qualifying Experience at the GG-14 grade level.

Telework availability will be based upon the mission requirements and supervisory determination.
This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
Accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
This position may be designated as Emergency Essential. Incumbent must sign a statement of understanding and an agreement to continue to perform the duties of this position in the event of a crisis until relieved by proper authority. Incumbent's dependents shall be evacuated from the crisis zone with the same priority as other DoD-sponsored evacuees. You may be required, as a condition of employment, to take the series of anthrax vaccine immunizations to include annual boosters. This may also include other immunizations that may in the future be required for this position, or for a position you may fill as an emergency-essential alternate. Failure to take the immunizations may lead to your removal from this position or separation from Federal Service.
