Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation, Medicare Part C and D Analysis Group. As a Health Insurance Specialist, GS-0107-14, you will be responsible for reviewing, analyzing, and evaluating proposed legislation, regulations and other administrative actions for CMS' programs. Learn more about this agency Duties Serves as a senior resource for other Health Insurance Specialists on legislative, regulatory, program initiatives and operations, and/or other special health care financing issues. Develops, recommends, and prepares legislative policies and proposals for consideration by senior policy officials in the Agency and Department for inclusion in the President's budget and legislative agenda. Coordinates the development of legislative proposals and develops the technical specifications for such legislation. Acts as a consultant and advisor to the Director on policies, procedures, and critical issues which have a major impact on OL. In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Advising senior leadership on policies and critical issues regarding Parts C and D of the Medicare program; 2) Analyzing legislation regarding Parts C and D of the Medicare program about the impact and operational issues of the legislation for use by senior management; 3) Producing written documents for management to use in meetings with Members of Congress, including briefing documents, reports, issue papers, or decision memoranda regarding Parts C and D of the Medicare program; AND 4) Working with Members of Congress or their staff on legislative interests or concerns regarding Parts C and D of the Medicare program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
