Summary
This position is a developmental position in which the incumbent will gain experience and develop his/her knowledge, skills and abilities in the Facility Planner-Health Systems Specialist profession. This will be accomplished through the completion of entry level and more complex assignments, training and by having an increased level of authority and responsibility.

Duties
The incumbent will serve as a Health System Specialist in the Facilities Planning Section in a developmental capacity performing assignments and completing training, to gain the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. During training, the incumbent will perform the duties outlined in the target grade position description but will operate under close supervision. Assignments are given with more specific instructions and guidance, increasing in complexity, until the incumbent has gained familiarity and experience with the work and can perform all duties at the full performance level.
Coordinates all space management moves and space policies in coordination with senior management.
Facilitates the Space Management Committee, implements internal space requests and administers the LEAF process for each request from initial receipt through closeout.
Conducts physical space assessments and facilitates meetings with end users to determine the appropriate space assignment and scope of each move request.
Coordinates activities with the BVAHCS leadership to ensure that planning processes are directly related to performance outcomes and measures.
Ensures the current state maps, and other electronic space management tool/software are updated to reflect space allocation.
Coordinates with the Strategic Planner, Engineering Service, Biomedical Engineering and Decision Support to develop action plans and business cases for new and replacement lease acquisitions.
Monitors and manages incoming pertinent suspense items and requests from initial receipt to completion and closeout.
Updates the Capital Asset Inventory database with current space usage.
Develops with key leaders space plans using SEPS software for all capital projects.
Develops and enters proposed capital projects into SCIP (Strategic Capital Investment Program) each cycle.
Gathers and analyzes data to properly plan capital projects to meet veteran demand withing the health care system.
Manages lease program planning, contracts, and maintenance coordination with lessor.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00am - 4:30pm. Subject to change based on agency needs.
Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2026.
Individual Occupational Requirement (IOR):The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM). Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the healthcare field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to the IOR, You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Analyzes the subject of incoming information for appropriate distribution to offices internal or external to the program.
Receives and monitors completed actions or responses, analyzes responses for completeness and accuracy against known policies and procedures.
Participates in special information flow studies, analyses, presentations and briefings as assigned.
Serves on various committees relative to facility strategic planning and space planning including the Planning Council.
Determines initial programmatic plans for use by Engineering and project management staff and makes decisions related to future utilization of buildings and facilities.
