Summary
The FCC Consumer and Governmental Affairs Bureau (CGB) develops and implements the FCC’s consumer policies and services as the FCC’s connection to the American consumer. The Bureau Chief is responsible for overseeing the mission and staff of CGB, including disability rights and access, consumer education, outreach to state, local, and Tribal governments, and responding to consumer inquiries and complaints.

Duties
As Chief of CGB, the incumbent is responsible for overseeing and implementing the mission of CGB , including developing and implementing the FCC’s consumer policies, including disability access; serving as the public face of the FCC through outreach and education of the FCC’s regulatory requirements and policies, as well as through the consumer center, which is responsible for responding to consumer inquiries and complaints; and maintaining collaborative partnerships with state, local, and Tribal governments in critical areas such as emergency preparedness and implementation of new technologies.
Job duties of the CGB Bureau Chief include:
Establishing policy and workload priorities for CGB; continuously evaluating the progress of operations through discussion with subordinates and reviewing reports and documents; and taking action to adjust priorities and resources to meet urgent needs and improve effectiveness of
Directing, through subordinate managers, the work of CGB as a whole, as well as. assigning new functions and providing policy and priority guidance.
Approving matters under delegated authority
Making oral presentations at Commission meetings and participating as a representative for CGB and the FCC in a wide variety of internal and external conferences and meetings pertaining to the development and execution of CGB policies and procedures, particularly those having Bureau-wide, agency-wide, or public impacts or ramifications.
Representing and speaking for the Chairman and the Commission, and establishing and maintaining collaborative relationships on matters within CGB’s purview with leaders of regulated communications industry segments, state, local, and Tribal governments, professional and trade associations, trade press, mass media, and citizen organizations.
Developing and maintaining credible and effective personal relationships with representatives of Commissioners' offices, other Bureaus and Offices, other government agencies, and industry representatives, citizen groups, ; directing efforts toward assuring the broadest possible understanding and acceptance of Commission policies and Commission action mission.
Stimulating and making major decisions relative to the organization of the workforce, and the allocation of staff, budget, and physical resources among competing programs and priorities.
Overseeing the development and administration of programs and policies for the utilization of personnel resources in keeping with Commission goals, effective operation and merit system principles.

This position has been designated as a Testing Designated Position in accordance with the Commission's Drug-Free Workplace Plan. If selected for the position, you will be subject to drug testing prior to employment and periodic random testing after entering on duty.

There is NO requirement to prepare a narrative statemetn specifically addressing the Executive Core Qualifications (ECQs)_ or the Mandatory Technical Qualifications (MTQs)
ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold Constitution and the rule of law, and commitment to serve the American people.ECQ 2 - Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
MANDATORY TECHNICAL COMPETENCIES: All candidates must clearly demonstrate the ability to meet the Mandatory Technical Qualifications within their two (2) page resume (any experience exceeding 2 pages will not be reviewed).
MTQ 1- Demonstrated expert knowledge of federal communications policy and regulatory frameworks affecting consumers of telecommunications and broadband services, including experience developing, implementing, or overseeing policies and programs that protect consumer rights, address service accessibility, and promote access to communications services; and ability to interpret and apply statutes, regulations, and Commission orders related to consumer protection, disability access, and telecommunications service obligations.
MTQ 2 - Demonstrated ability to lead large-scale consumer engagement initiatives and programs , including experience overseeing programs related to accessibility of communications technologies, public education campaigns, consumer complaint resolution, and stakeholder outreach.; and ability to collaborate effectively with advocacy organizations, state and local governments, and/or industry stakeholders to advance consumer-focused policy objectives.
MTQ 3 - Demonstrated executive leadership experience managing complex programs within a federal regulatory or public policy environment, including leading multidisciplinary teams; managing significant operational resources; establishing strategic priorities to support organizational mission objectives; advising senior leadership; and coordinating across other internal organizational unit and with external partners to implement consumer-focused initiatives and ensure effective delivery of public services.
