Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Resource Manager for the United States Army Europe Africa, HHBN V Corps, MCP/SUS/G8/Comptoller Section, HQ Section, Fort Knox, KY 40121. Learn more about this agency Duties Works under the general supervision of the V Corps Deputy Chief of Staff G-8, who provides administrative and policy direction in terms of broadly defined missions or functions of the organization. Serves as the Supervisory Resource Manager of the Financial Management Support Division which is organized with multiple branches in geographically disbursed locations to include Fort Knox, KY, Germany, and Poland. Leads work efforts to consolidate functions for all aspects of program execution for assigned substantive programs for entire organization and work as the overall coordinator for accounting codes Oversee Dormant Account Review Quarterly (DAR-Q) Joint Reviews to achieve the annual USAREUR AF G8 and HQDA ASA (FM and C)- established financial management goals and special initiatives. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a secret security clearance. Financial Management Certification (FMC) – FMC Level 3 must be obtained within two (2) years of entry on duty. This position requires the incumbent be able to travel using military transportation or non-commercial means of travel. Must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa. This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization. Doing so would seriously impair the capability of the organization to function effectively. This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status Temporary Duty Travel (TDY) away from primary duty station may be required for and travel via military and/or civilian air/ground transportation may be required (less than 20% the time). This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service including work that involves the following: experience in financial management operations and budget execution, such as conducting periodic execution reviews, monitoring program execution, reviewing and analyzing budget programs and funding requirements; participating in Program Budget Advisory Committees such as Budget Synchronizing meeting, program budget reviews; leading teams in providing guidance in technical advice in resource management operations and policy; managing subordinates/delegating authority to them. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year supervisory probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
