Summary
This position is located in Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Assistant Director, Administrative Services Division. The Program Management Specialist serves as a subject matter expert responsible for planning, directing, coordinating, evaluating and improving the full lifecycle furniture program across the division.

Duties
The Program Management Specialist (Furniture Program) work includes strategic program development, management of major furniture procurements and installations, optimization of furniture assets, and ensuring compliance with federal standards and agency policies. The position directly influences workspace effectiveness, cost control, asset accountability and customer satisfaction across the agency.
Provides administrative expertise for space planning, client coordination, and development of procurement packages associated with furniture and other facility and security service contracts.
Develops client needs assessments of new furniture procurements, plans and prepares budgets for furniture life cycle replacement and monitors a log of space management.
Serves as the primary point of contact and subject matter expert for furniture-related projects, vendor inquiries, liaising between AOC and clients, GSA representatives, architects, designers, manufacturers, and installation contractors.
Serves as the recognized subject matter expert on furniture lifecycle management.
Oversees the planning and execution of major furniture projects, including workspace reconfiguration, relocation support, renovation-driven procurement and bulk replacement initiatives.
Provides authoritative guidance on furniture procurement strategies, including requirement structuring, technical specifications development, independent cost estimates and source selection planning.
Uses the Financial Management System to set up procurements, modifications and requisitions.
Keeps current on AOC procurement policies and guidelines. Runs various budget information reports as requested and provides data to the supervisor who uses it for analysis and preparation of budget status reports. Develops forms, spreadsheets, and other record keeping or tracking instruments improve efficiency and control of documents, correspondence or other information.
Serves in the capacity of Cardholder of the Government-wide Purchase Card. Responsible for safeguarding the purchase card and account number and ensuring the card is properly secured.
Reconciles the monthly statement and forwards the reconciled statement to the Approving/Certifying Official as directed. Complies with ethical and regulatory program requirements applicable to cardholders making purchase card purchases.
Uses advanced functions of a wide range of office automation software to perform such tasks as preparation of reports and briefing documents, maintenance of fiscal records and tracking the status of important projects assigned to the office.
Performs other related duties as assigned.
*Duties quoted at GS-12 level; If selected at the GS-09 or GS-11, candidate will have non-competitive promotion potential to the GS-12.*
This is a career ladder position description; the assignments are progressively more difficult and with less supervision until the full-performance level is reached.

Qualifications

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify at the GS-09 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-07 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Coordinates administrative aspects of office moves, office construction, and other facility improvements including furniture and short-term storage.
Preparing letters, and reports and datasheets related to supply and purchasing of an administrative nature; and
Utilizing purchasing regulations, methods, procedures and business practices to make purchases involving specialized and commercial items and services.
OR
Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position; OR; Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.
To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Utilizing knowledge of architectural, electrical, and furniture component plan requirements and specifications;
managing space, equipment, and workload planning; and
evaluating client needs on equipment and property use and providing recommendations on facility and design plans.
OR
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position; OR; Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.
To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Utilizing knowledge of federal procurement and property management regulations and space planning standards;
Using automated systems to manage inventories, procurements and other contracting data; and
Evaluating client needs on equipment and property use and providing recommendations on facility and design plans.
