Job Description

Summary This position is in Transmission Commercial System Process and Improvement (TSRF), Transmission Commercial System Management (TSR), Transmission Marketing and Sales (TS), Bonneville Power Administration (BPA). A successful candidate in the Public Utilities Specialist position will serve as a public utilities specialist who can participate in and monitor industry regulatory and standards development, represent and support BPA's commercial transmission business. Learn more about this agency Duties As a Public Utilities Specialist, you will: Perform immediate analysis on reported critical system issues. Track vendor process on mitigating issues. Collaborate with end users on potential solutions to ensure complete issue resolution. Teach and train on large scale software changes, organize, construct and perform formal training to end users and support staff. Elicit requirements from stakeholder for project deliverables. Analyze work and provide detailed use cases and diagraming of system processes Drive internal BPA business groups to an uderstanding of the issues and diterminations of BPA's interests. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period. Occasional travel may be required. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [12] in the Federal service. Specialized experience for this position is defined as: experience planning, scheduling, and conducting software projects and; analyzing, troubleshooting and resolving technical issues to seek continuous improvements to marketing interface systems or energy scheduling systems to support organizational business practices and procedures. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
