Job Description
Summary
This General Attorney (Labor) (Litigation Attorney) position is in the Contempt, Compliance and Special Litigation Branch of the Division of Legal Counsel. This Branch conducts civil contempt litigation in the U.S. Courts of Appeals to coerce compliance with judgments enforcing orders of the Board and assists the Regions in their compliance work. The Branch also defends the Agency when programs, statutes, or outside proceedings threaten the Agency's ability to carry out its mission.

Duties
As a General Attorney (Labor) (Litigation Attorney), GS-0905-13, your typical work assignments may include:
Representing the Agency as counsel in litigation before federal appellate, district, and bankruptcy courts involving complex and sensitive legal issues with substantial independence.
Investigating and recommending whether contempt proceedings are warranted for securing compliance with judgments enforcing Board orders and independently initiates contempt actions.
Developing and implementing legal strategies to secure remedies for unfair labor practice cases through active litigation or by providing legal advice to Agency stakeholders involving complex or high-impact matters.
Defending the Agency against litigation that seeks to enjoin Board proceedings by analyzing potential impact and independently developing and implementing appropriate legal strategies.
Preparing legal documents necessary for federal court litigation, including pleadings, petitions, motions, briefs, affidavits, proposed orders, replies, and responses, involving complex legal arguments and significant case impact.
Performing other duties as assigned.

IDEAL CANDIDATE STATEMENT
The Ideal Candidate for the General Attorney (Labor) (Litigation Attorney) position will preferably have notable experience providing advice and assistance regarding National Labor Relations Act (NLRA) matters, as well as effectively managing complex legal matters involving other statutes. Excellent communication, interpersonal skills to interact with colleagues and senior level management are desired. Outstanding legal research, writing, and analytical skills are also preferred.
BASIC REQUIREMENT
Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application.
Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification.
In addition to the BASIC REQUIREMENT, applicants must also meet the following:
MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience, equivalent to the GS-12 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the General Attorney (Labor) (Litigation Attorney) GS-13 grade level.
Specialized experience includes:
Experience litigating unfair labor practice cases and/or federal court cases to protect the rights of workers, employers, or unions under labor laws, with oversight; and
Experience conducting complex and/or extensive legal research and analysis to prepare legal strategies; and
Experience providing guidance on complex and/or sensitive issues involving the NLRA, the Bankruptcy Code, the Administrative Procedure Act, the Federal Rules of Civil Procedure, and/or the Federal Rules of Appellate Procedures to ensure compliance with applicable rules and regulations and effectively navigate disputes or litigation under federal law.
