Summary
As a Management and Program Analyst in the Office of Management, you will be responsible for policies, procedures, resources, procurement and facilities, assisting in evaluating the effectiveness of the programs, processes, and operations.

Duties
Serves as a Contracting Officer Representative assisting with contract solicitation, negotiation, and award activities, while ensuring proper development of contract requirements and solicitation documents.
Reviews contractor deliverables, services, and reports to ensure compliance with contract requirements, quality standards, and timely delivery supporting NASA OIG operations.
Manages the processes required to provide administrative and procurement services at headquarters and the regional offices.
Leads the development, revision, and implementation of OIG policies and procedures, ensuring compliance with Agency guidance, executive orders, and OPM/OMB requirements.
Leads and executes special projects within the OIG as assigned to include project management and content management of the OIG SharePoint redesign.
Provides customer service to OIG community and assists with administrative tasks and processes within Office of Management for Headquarters and other regional offices.

Must obtain and maintain a Secret security clearance.
This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
Position requires pre-employment financial disclosure and annually thereafter.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Managing contract vehicles of moderate to high complexity and risk, including both supply and service contracts;
Evaluating and analyzing data to determine the effectiveness of financial systems or applications and making recommendations for enhancements;
Recommending process improvements and corrective actions for complex procurement process problems;
Preparing, collecting, analyzing and/or presenting data and reports/projects related to analytical methods.

Probationary Period
