Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Grants Management Specialist. To qualify at the GS-09, you must meet one of the following: A.) Possess one full year of experience equivalent in responsibility and scope to the GS-07 grade level (obtained in the private, state, or federal sector). Specialized experience at this level is defined as: Preparing pre-award documents for simplified/non-complex financial assistance agreements; preparing modifications/amendments to financial assistance agreements; and assisting with administration of financial assistance agreements, including preliminary review of financial and performance reports. Your resume must demonstrate this work experience. -OR- B.) Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Economics, Accounting, and Finance. -OR- C.) A combination of education (noted in B) and experience (noted in A) may be used to qualify for this position. To qualify at the GS-11, you must meet one of the following: A.) Possess one full year of experience equivalent in responsibility and scope to the GS-09 grade level (obtained in the private, state, or federal sector). Specialized experience includes performing pre-award and post award functions associated with grants and cooperative agreements; familiarity with Notice of funding opportunity announcements (NOFOs) to ensure submission of responsive applications; responding to recipient inquiries regarding financial reporting submissions; preparing modifications/amendments to financial assistance agreements; and reviewing financial reports from recipients, recommending them for approval by the Grants Officer. Your resume must demonstrate this work experience. -OR- B.) Three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. in a field related to the position. -OR- C.) A combination of education (noted in B) and experience (Noted in A) may be used to qualify for this position. To qualify at the GS-12, you must meet one of the following: Possess one full year of experience equivalent in responsibility and scope to the GS-11 grade level (obtained in the private, state, or federal sector).Specialized experience includes: a) developing pre-award financial assistance documentation (such as responsibility determinations or cost/price analysis of a proposed budget estimate); and b) providing technical assistance, oversight, expertise, and consultation to financial assistance awardees, applicants, recipients, and/or sub-recipients; and c) applying Federal financial assistance (grant and cooperative agreement) legislation, regulations, policies, and processes to organization-wide policy, guidance, and initiatives. Note: One year of experience is measured as one year of full time work. Full time work is considered between 35-40 hours of work per week. Part-time work is prorated in crediting experience. For example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirement by 12/23/2024. Education This vacancy announcement allows substituting education for experience at the GS-09 and GS-11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position. You will be required to provide official college transcripts to verify educational qualifications, if for qualification purposes and are selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
