Duties
Serves as the lead hands-on developer for the full lifecycle of DEDSO’s enterprise web presence, including planning, design, development, security, maintenance, and enhancement of websites and associated content management systems
Programs and builds functional web solutions by evaluating user needs and system requirements translating them into functional designs that accommodate a wide range of stakeholders, including internal DoW program offices, and external partners.
Integrates data visualization tools, application programming interfaces (APIs), search capabilities, and automated content updates to improve usability and accessibility
Coordinates with technical writers to ensure technical documentation is properly formatted and deployed, and collaborates with analysts to provide data interfaces, downloads, or web-enabled reference tables
Ensures that web services meet operational needs, complying with DoW cyber security requirements, including Section 508 accessibility requirements, and effectively deliver complex technical content to diverse stakeholders across the Enterprise.
Develops reusable templates and instructional materials, acting as a technical consultant to advise and empower DEDSO staff in executing web publishing workflows and maintaining standards.

This position and any future selections from this announcement may be used to fill various shifts located within DLA Information Operations (J6) locations.
Qualifications
To qualify for a Webmaster, your resume and supporting documentation must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
Develops web architectures and technical frameworks that enable seamless publication and update of manuals, data mapping, and governance artifacts produced by personnel
Implements and enforces web content management practices, templates, and workflows that ensure accuracy, consistency, and timeliness of published standards.
Monitors and evaluates emerging web technologies and security directives, recommending and implementing enhancements that improve performance and compliance with cybersecurity and accessibility requirements
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy
The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.
The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
