Job Description
Summary
This position is located within the Washington Office Fire and Aviation Management (WO-FAM) Operations Risk Management unit.
The incumbent is an assistant to the NICC Center Manager, and is responsible for national mobilization and demobilization operations.

Duties
Duties listed are at full performance grade GW-13 level.
Analyze fire situations, available resources, and negotiates with various Geographic Areas to establish priorities for nationally shared resources.
Responsible for the development and implementation of the International Mobilization Guide, Military Use Handbook, and Detailers Handbook for the National Interagency Coordination Center (NICC).
Monitor fire management activities nationally for compliance with laws, regulations, policies and standards, providing advice to the National Interagency Coordinator Center (NICC) Manager.
Utilize logistical support methods in the mobilization of national fire response resources to provide for sound business management principles.
Implement and monitor the National Interagency Coordination Center (NICC) budget including the development and coordination of interagency funding.
Engage in negotiation or settlement of highly significant, controversial emergency response actions, which may threaten life or property.
Assist in international-interagency-interregional coordination of national fire response resources for fire response activities or other emergency activities.
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Requirements
Conditions of employment
Must be a U.S. Citizen or National.
Males born after 12-31-59 must be registered for Selective Service or exempt.

Successful completion of one-year probationary period, unless previously served. Refer to the Next Steps section for more information.

This is a drug testing designated position. You will be subject to pre-employment and random drug testing. Appointment is based on a negative result. This announcement constitutes 30 days advance notice.
Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
Secondary Coverage: Prior wildland firefighting experience is required.
Willing to live/work in remote locations (volatile/unpredictable).
Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.

Qualifications

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized Experience Requirement:
GW-12: You must have one year specialized experience equivalent to the GW-11 in the Federal service. Examples of specialized experience include: Managed a wildland and/or prescribed fire management program at a unit level including mobilization of emergency resources; and/or Developed, coordinated and implemented a partial fire program budget; and/or Developed and implemented agreements with cooperators; and/or Maintained relationships with entities external to the organization regarding fire management program issues.
GW-13: You must have one year specialized experience equivalent to the GW-12 in the Federal service. Examples of specialized experience include: Managed, directed and evaluated a fully integrated wildland and/or prescribed fire management program including mobilization of emergency resources; and/or Developed, coordinated and implemented a full fire program budget to effectively manage and utilize available dollars taking into consideration changing priorities; and/or Negotiated, managed and implemented agreements with cooperators; and/or Formed and maintained liaisons with entities external to the organization, and spoke for the organization on fire management.
Selective Placement Factors
FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336 (CSRS) and 8412(d) (FERS). Prior wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.

Additional information

This is a permanent full-time position and may include weekend work.
The duty station for this position will be at Boise, ID. Salary range as shown is the locality pay Rest of U.S. (RUS). Please visit the Office of Personnel Management's website for additional information on pay rates.
Recruitment or Relocation Incentive may be authorized. Final determination to pay an incentive will be made by the hiring official at time of job offer.

New USDA supervisors must successfully complete all components of the required new supervisory training program within a year of the effective date of the position.

However, promotion is neither implied or guaranteed.
This is a non-bargaining unit position.
Forest Service daycare facilities and Government Housing are not available.
