Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience in applying subject matter expertise to manage reimbursable services and funding, interagency contracting, and procurement planning. Working with program operations to develop goals and objectives, budget planning and management, and business processes. Reviewing and formulating policies, strategic plans, acquisition strategy, special research projects, and qualitative analysis techniques to review program activities. Monitoring work performed to ensure it is within scope and document and confirm emerging Research and Development (R&D) requirements. Supporting a broad customer base, briefing senior leaders and officials on the performance and operational efficiency of a research and analysis or research and engineering program. Preparing and executing multi-million-dollar operational budgets. Planning, coordinating, and evaluating the work of professional and technical specialists in the accomplishment of program execution and related office functions.

You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for the qualifying experienceat the GS-14 grade level

  • This is an Information Security (INFOSEC) position. In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months.
  • Selectee must achieve their Program Management Practitioner Certification (or be eligible for certification within 60 months of appointment) in the DAWIA Program Management Functional Area. Obtaining certification within the allotted grace period and maintaining are conditions of employment. If certification is not received within 60 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
