This is a Direct Hire Solicitation Learn more about this agency Duties Initiate and monitor revision and refinement of plans, policies, and procedures for medical treatment facility in support and response to hazards events on or in the vicinity of the affected installations. Evaluate facilities and recommend the acquisition or designation of facilities for emergency use. Provide technical guidance on preparedness and response activities associated with natural and/or man-made disasters per policies, procedures, and/or other governing guidance. Confirm appropriate policies and procedures are embedded in emergency plans. Collaborate with area proponents on the development, planning, and execution of tabletop exercises, functional exercises, and full-scale exercises to test/evaluate current operational plans. Develop and implement concepts of operations for casualty management, patient surges, and disease outbreaks that may occur within the medical treatment facility or surrounding areas. Coordinate and confirm implementation of policies/procedures within the medical treatment facility emergency management planning documents. Serve as the Assistant Medical Emergency Manager Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A Personnel Security Investigation is required. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption. A pre-placement medical examination is required. Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. This position may require rotating shifts (i.e. work schedule that requires employees to continuously rotate from one shift to another at predetermined intervals). This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules. This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting in the development, review, and evaluation of all hazard incidents , or emergency medical response plans for disasters, or emergencies within a medical treatment facility (MTF); assisting with the coordinating the implementation of emergency management planning in accordance with policies/procedures and local/governing emergency agencies; assisting in providing guidance on facility's preparedness and response to natural, or man-made disasters; assisting in coordinating emergency response and preparedness training as needed. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
