Summary
About the Position: This position supports the MTF Director and senior hospital leaders through the project management office (PMO) at Walter Reed National Military Medical Center. The primary purpose of the position is to act as a primary action officer to oversee the managed care and access to care processes within the Small Market and Stand Alone MTF Organizations(SSO). Work hours are Monday thru Friday, typical business hours.

Duties
Lead and direct multi-disciplinary project teams in defining customer critical pathways and identifying systemic opportunities for improvement.
Define, plan, and implement process improvements that result in significant, measurable improvements in service delivery, reduced operational unit costs, increased quality, and the effective and efficient use of resources.
Work directly with executive staff to develop and execute initiative action plans.
Provide expert technical leadership in the creation, management, and sustainment of a methodical, data-driven approaches for increasing quality and performance throughout all clinical and business domains.
Interpret, recommend and develop/draft actions to amend existing SSO Procedural Instructions in response to identified challenges or barriers to effective managed care principles and access to care concepts.
Skilled in applying qualitative and quantitative analytical methods, including continuous process improvement (CPI) concepts, to evaluate program effectiveness and resolve complex problems.
Facilitate significant and complex quality and process improvement activities using a mastery of Project Management, Lean Six Sigma (LSS), and other advanced CPI strategies to diagnose and resolve intractable, ill-defined problems

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes implementing, analyzing and evaluating healthcare delivery performance; participating in the development and implementation of policy and procedure regarding access to care processes, eligibility criteria, and health benefit programs; providing presentations or briefings at conferences, committee groups, or public forums regarding managed care and access to care or related subjects; and leading multi-disciplinary project teams in identifying systemic opportunities for process improvement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Though not required, management prefers Project Management Professional (PMP) Certification.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
