The United States Space Force (USSF) in Chantilly, VA is searching for a Section Lead, Foreign Disclosure and Allied Integration (NH-0130-03, GS-12/13 Equivalent).
Description:
Join the Space Warfighting Analysis Center (SWAC) as a Foreign Affairs Specialist and take the lead in shaping international collaboration through expert foreign disclosure strategy for advanced weapons systems, technologies, and sensitive information. In this pivotal role, you will serve as the Center's primary authority for developing and implementing policies that protect national security while enabling critical partnerships across the Department of the Air Force, Space Force, DoD, and allied nations. You will direct and coordinate high visibility international visits and delegations, ensuring every engagement strengthens global relationships and advances U.S. strategic objectives. Your judgment will guide the review and release of export controlled information, aligning each decision with U.S. foreign policy, technology security standards, and international cooperation goals. You will mentor and guide contractor Foreign Disclosure Representatives, elevating workforce expertise and reinforcing a culture of secure, responsible international engagement. As a key architect of Allied Integration in Space Force Design, you will analyze complex political, military, and technical factors to incorporate partner capabilities into future space architectures. Become the strategic connector between U.S. innovation and global security, ensuring our nation and its allies remain aligned, informed, and mission ready.
Ideal Candidate:
The role requires expert knowledge of National Disclosure Policy-1 and all relevant DoD and Department of the Air Force policies governing Security Cooperation, Foreign Military Sales, and defense-related exports. It demands experience leading international engagements-including conferences, visits, and travel teams-and the ability to review and approve complex technical information for foreign disclosure. The position also requires strong understanding of Space Force operations, foreign disclosure processes, politico-military affairs, command-and-control and weapons-system technologies, and classified-material security practices. Mastery in planning and executing a DAF foreign disclosure program and working effectively with industry export-compliance systems is essential, along with the ability to clearly communicate disclosure and export decisions to U.S. and foreign stakeholders at all levels. The role involves professional foreign-affairs expertise and requires handling sensitive and classified information under strict security protocols. It mandates a Top Secret/SCI clearance with SAP eligibility, CI-scope polygraph examinations, compliance with drug-testing requirements, potential travel, DAWIA qualification, and completion of DoD Security Cooperation Workforce certifications-including Basic and Foundational levels within one year and ongoing continuing-education requirements.
Key Skills and Abilities:
1: Expert knowledge of National Disclosure Policy-1, the Arms Export Control Act, and other DoD and Department of Air Force (DAF) policies, directives, instructions and disclosure principles and how they are applied to issues relating to Security Cooperation, Foreign Military Sales and commercial exports of defense equipment, technology, information, and assistance.
2: Experience planning, administering, and monitoring conferences, visits, travel teams, and multiple other tasks associated with international audiences. Ability to lead, review complex technical material and approve the disclosure and/or export to foreign entities.
3: Proficient level knowledge of general Space Force and specific foreign disclosure operations, politico-military affairs, Space Force operations, technologies used in military command and control systems, technologies used in military weapons systems, information and industrial security processes for classified material handling, various international airmen assignment procedures and guidance, and general management practices.
4: Expert/mastery level knowledge to plan and implement a DAF foreign disclosure program, and to understand and work effectively with an industry export compliance program.
5: Ability to effectively write and orally communicate foreign disclosure, export information, and international assignment programs to various audiences, to include U.S. and foreign staff, management, senior executives, and corporate officers.
6: Ability to perform work requiring a professional knowledge of the formulation and direction of foreign affairs of the Government or in the study and disposition of information bearing on international relations.
Requirements
Conditions of employment
Must be a U.S Citizen.
Must be able to obtain and maintain a Top-Secret /SCI security clearance.
Safeguards classified or sensitive budget-related information and/or files.
May be required to work overtime on an unscheduled or emergency basis.
Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
This position will close after 5 business days or 75 applications, whichever comes first.
Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
PCS / relocation funding is authorized.
Subject to Temporary Duty Assignment (TDY): 15 days a year.
Security Cooperation Foundational Proficiency Level: Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA)
The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
4D2: Non-Key; Support Enablers; Practitioner position.
Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic and random counterintelligence (CI)-scope polygraph examination as a condition of employment.
