Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense (DOD) Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Supervise the maintenance of all real property records.
Provide supervision to employees, train and develop subordinates, assign, and counsel employees.
Supervise and plan the conduction of annual real estate utilization surveys of allocated and out granted real estate.
Prepare consolidation and relocation plans to promote economic use of real estate, reduce maintenance, operating and energy costs.
Develop, modify, negotiate, and implement policies, plans, and programs for the acquisition, transfer, exchange, management, utilization, and disposal of real estate.
Administer the issue of permits, easements, and rights-of-way for utilities construction, roads, pipelines, communications lines, drainage ponds, leases, etc.

Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
This position requires pre-employment financial disclosure statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience at the GS-11 grade level which prepared you to do the work in this job.
One year specialized experience which includes: 1) operating and maintaining the real property inventory automated system; 2) analyzing and evaluating realty data, reviewing capital improvement projects and new construction plans, as pertaining to real property; 3) preparing documents necessary for recording in real property records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet qualifications requirements using experience alone -- no substitution of education for experience is permitted.

You will be required to provide proof of U.S. Citizenship.
This position requires a 1 year probationary period curing which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest.
Direct Deposit of Pay is required.
This position requires you to submit a Public Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

Salary includes applicable locality pay or Local Market Supplement.
Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.

Student Loan Repayment Program may be authorized.
Salary negotiations for candidates new to Federal service may be authorized.
Credit for prior non-Federal experience and certain military service for leave accrual rates MAY be authorized but must be established prior to entry on duty.
