Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Personnel/Modified Direct Hire Authority. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This is a Cyberspace Workforce position, work role code IT Investment/Portfolio Manager, proficiency level Advanced. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. OPNAV Requirements Management Certification Training and continuous learning must be completed within the timeframe specified by OPNAV N9I after assumption of duties. Incumbent must be able to obtain and maintain a Top Secret/SCI clearance. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Develop and execute analytic requirements agenda required to support organization's annual planning and programmatic cycle for leadership decisions. 2) Develop and present creative, innovative, fiscally achievable options to enhance or sustain infrastructure while evaluating requirements, formulate budgets, and communicate recommendations of programmatic plans. 3) Analyze program estimates and resource allocations to ensure accuracy and compliance with organization's policies and procedures. 4) Conduct financial analysis and financial risk analysis of investments, analyze legacy, current and future program financial requirements for investments. 5) Implements methods to eliminate or reduce significant barriers, promote team building or improve business practices. Education This job does not have an education qualification requirement. Additional information This position is covered by the Department of Defense Priority Placement Program.
