This position is located in the Department of Housing and Urban Development (HUD), within the Office of the Chief Human Capital Officer (OCHCO), Talent Development and Workforce Planning (TDWP) Division. The mission of TDWP is to enrich all HUD employees and ensure a capable, engaged, and mission-ready workforce. TDWP provides the following Department-wide functions: Employee Development, Leadership Development, Learning Solutions, Strategic Workforce Planning, and Talent Assessment and Data Analytics.
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Management and Program Analyst (Strategic Workforce Planning Specialist), you will:
- Develop and execute strategies to improve human capital and workforce planning. Build trusted relationships with leaders and translates key talent priorities in support of business goals and recommend new approaches, policies, and procedures to effect continual improvement in productivity and development of employees.
- Provide information, advice, and assistance on a wide variety of management and administrative functions, projects, policies, issues, and initiatives that support the accomplishment of the Strategic Workforce Planning and Analysis mission.
- Lead strategic and operational workforce planning activities, including workforce demand, supply, and gap analyses. Perform various forms of analysis (e.g., forecasting, gap, supply and demand, workforce trend, etc.) to inform workforce strategy and measure return on investment on proposed and implemented strategies.
- Collect, clean, analyze, visualize, and report data across multiple designated platforms and tools (e.g., Microsoft, Tableau, etc.) to convey metrics and information on outcomes and program performance that leads to recommendations for business decisions and the development of organizational strategies.
- Provide day-to-day management oversight of major projects involving high-interest and high-value processes, systems, and other special projects requiring mid to long-range planning and execution time frames.

Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.
Key Requirements:
Must be U.S. Citizen or U.S. National.
A one year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
Must successfully complete a background investigation.
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Reviewing, evaluating, and recommending modifications to workforce objectives and priorities.; AND
-Conducting broad or specific studies, presenting findings and recommendations as written products and oral briefings.; AND
-Participating in administrative processes (such as supply, budget, procurement, and personnel functions).
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Performing a variety of administrative support functions (such as budget, supply, procurement, or personnel functions), as well as providing administrative, clerical, and technical support services.; AND
- Conducting broad or specific studies and assessing results relevant to workforce goals and objectives.; AND
- Making recommendations for improvement in the effectiveness and efficiency of program and work operations.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
