Summary
The Office of the Chief Human Capital Officer (OCHCO) is seeking motivated Human Resources (HR) professionals to provide guidance and support on a variety of human capital matters that contribute to workforce effectiveness and mission delivery. Multiple positions may be filled from this announcement and may include Employee Relations, Executive Services, Classification and Position Management, Staffing, and HR Business Partner support.

Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Provides support in one or more HR functional areas by applying established HR policies, procedures, and guidance for a range of recurring or
well-precedented operational or strategic issues.
Applies knowledge of HR laws, regulations, policies, procedures, and automated systems to research issues, advise managers and employees,
and recommend solutions on standard personnel matters.
Consolidates data, prepares reports, and/or correspondences for managers of findings and recommendations.
Collects, analyzes, and reports workforce data to identify trends, monitor staffing activity, and support management decisions.
Coordinates with customers and stakeholders, and HR staff to support organizational changes, workforce initiatives, and day-to-day HR
operations.
Participates on teams, projects, or working groups by providing technical input, research, and program support.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-07, you must have:
a) One year of directly related specialized experience equivalent to the GS-05 level:
Providing administrative or technical support on personnel or office support matters affecting day-to-day operations
Applying established HR policies, procedures, or guidance to process routine personnel actions and respond to basic inquiries
Researching and gathering information on human resources issues and assisting with solutions
OR
b) Completed 1 full academic year of graduate study in an appropriate field
OR
c) Completed a bachelor's degree in an appropriate field and meet Superior Academic Achievement (SAA) criteria. SAA: (1) you must be in the upper third of your graduating class in the college, university, or major subdivision; or (2) you must have a 3.0 or higher out of a possible 4.0 GPA; or 3.5 or higher out of a possible 4.0 GPA based on courses completed in your major field of study during the final 2 years of the curriculum; or (3) election to membership in a national scholastic honor society
OR
d) Have an equivalent combination of experience and graduate study in an appropriate field
To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
Providing technical or advisory support on personnel matters for well-precedented, recurring issues
Interpreting and applying established Federal HR procedures, regulations, or guidance to process actions, resolve routine issues, or recommend appropriate courses of action
Researching and evaluating human resources issues and assisting with solutions for requests of limited scope
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

Basic Requirement:

Probationary Period
