Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as senior office engineering technician, providing contract administration services for the Resident Office. Learn more about this agency Duties Reviews and administers complex schedules on assigned projects. Prepares government cost estimates for change orders and other estimates for claim evaluation and funds requests. Evaluates cost factors such as labor and material escalation, impacts and time delays dealing with complex schedules. Gives advice and instruction to Resident Office employees on contract administration issues. Conducts a wide array of activities associated with negotiating changes with contractors. Monitors receipt of contractual documents and ensures their proper distribution Provides technical support to the Resident Office staff in evaluating potential claims. Assembles engineering and fiscal data in support of requests to higher authority for special funds, additional funds, and reallocation of present funds. Responsible for having a complete knowledge and strict enforcement of safe practices and safety regulations. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. One year trial/probationary period may be required. This position is subject to a mobility or rotation agreement as a condition of employment. This position has a Temporary Duty (TDY) or business travel requirement of 25% for official duties/training Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized Experience: One year of specialized experience which includes: 1. Experience reviewing all contract documents to determine the validity of the claims. 2. Experience preparing Pre-Negotiation Memorandum (PNM) for construction contracts. 3. Experience determining technical adequacy of proposals for complex contract modifications requiring a government cost estimate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education This job does not have an education qualification requirement.
