Summary The Health System Specialist serves as the Planner for the Eastern Oklahoma VA Healthcare System (EOVAHCS) under the direction of the Executive Director. This position includes monitoring administrative performance measures, special studies, surveys, projects, planning, evaluation, statistical analyses and general staff support. Learn more about this agency Duties DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.205) for this occupation. Major duties of this position include, but are not limited to: Serves as the primary Facility Liaison and point of contact for senior leadership planning activities and initiatives, and ensures all reporting requirements and suspense items are completed in a timely and proactive manner. Chief Planning Officer is responsible for processing any notices or database updates regarding the service delivery plan in a timely fashion. The incumbent oversees the daily operation of the service, ensures that agency policies and priorities are being following; develops performance standards, evaluates work performance of subordinates. Facilitates recurring meetings with facility planning personnel to provide planning-related updates and training (as necessary), track planning processes and implementation progress, and foster communication and collaboration among planning personnel. Advises senior leadership on policy changes, resources, capital infrastructure, historical workload, utilization projections, and demographic trends which may influence current and future facility planning. Designs a service delivery plan, understanding supply and demand, that provides timely and accessible care and that leverages all community resources, where possible. Analyzes, develops, recommends, and implements plans to establish, relocate, expand, downsize, and divest of sites of care and services, where appropriate, with the goal of rightsizing assets based on market projections and in collaboration with all internal and external stakeholders. Incumbent performs formal management, analysis preparation of facility official space and program planning and the submission of that plan to the senior leadership. Leads the facility planning cycle to include: environmental scanning, gap analyses, strategy development and prioritization, implementation, and tracking. Collaborates with Fiscal and Engineers, to facilitate the development of an annual strategic capital investment plan based on the approved service delivery plan. Incumbent ensures appropriate phasing of all planning initiatives and monitoring of implementation progress. Serves as Team Lead of Facility Planners, directing the completion of planning tasks and responsibilities, and coordinating planning activities to ensure the integration of health system planning priorities into a consolidated service delivery plan. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND, Specialized experience GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of operational effectiveness and organizational productivity. Ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system. Skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Knowledge of, and skill in applying, a wide range of computer software programs and ability to access databases, located both within and outside of the agency. Knowledge of pertinent laws, regulations, policies and precedents which affect the se of administrative and related support resources.
