The primary purpose of this position is to serve as a Senior Specialist with the responsibility for developing, administering, coordinating and overseeing key civilian, military, and reserve personnel programs and policies in support of the Warfighter Communications and Cyber Systems Enterprise requirement, and managing resources in support of these programs.

Duties
DUTY 1 - Serves as expert and key personnel advisor to the Deputy Chief of Staff, Warfighter Communications and Cyber Systems, through the Chief, A6 Staff Support, Direct of Staff, on the most sensitive and complex personnel policies and issues.
DUTY 2 - Performs evaluation of a full range of civilian, military, and reserve personnel management and staff service programs and develops and executes improvement/enhance plans.
DUTY 3 - Represents Warfighter Communications and Cyber Systems interests externally with a variety of USAF, DoW and intra-governmental functional area organizations.

All new DCIPS employees are required to complete a two-year DCIPS trial period.
Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
Employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Employee must have the ability to apply complex procedures and techniques to unique and sensitive situations in the HR management arenas under varying degrees of management control.
Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
Position is situated in a fast paced, high stress staff environment required to support AF A6, AF/A6E, and HAF.
Individual faces daily urgent requests from general officers and equivalents for papers, briefings and evaluations, typically concerning a politically sensitive issue or National Security related issues.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of wide range of concepts, principles, and practice of Human Resources Occupation, such as would be grained thru extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, and procedures.. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of concepts principles, and practices relating to HR management, security matters, and related Air Force personnel systems operations as they pertain to operation within the USAF Sensitive Activities arena. Mastery of related DoW, National Security, and USAF organizations, policies, associated legislation, and directives to plan and develop relationships and guidance of application of complex procedures and techniques for unique and security-sensitive HR situations.
2. Expert knowledge of DoW and Air Force personnel, civilian personnel and manpower processes, programs, policies, legislation and directives to plan and develop guidance for application of complex procedures and techniques to diverse situations and varying degrees of management controls.
3. Knowledge of common project management practices, procedures, regulations, precedents, and guidelines; this includes knowledge of sensitive security programs and procedures. Ability to analyze, plan and adjust work operations of one or more segments to meet program requirements and objectives within available resources.
4. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major enterprise-wide program.
5. Ability to plan, organize and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to make critical decisions, present and influence top level management decisions and support and defend decisions to higher level management.
6. Ability to communicate effectively, both orally and in writing, understand and negotiate complex issues, and maintain good working relationships and to interpret and explain HR policy, laws, regulations and procedures to senior management including those without an HR background.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
