Summary

The Deputy Executive Director for Mission Support and Chief Financial Officer (DEDMS/CFO) assists the Executive Director in overseeing all day-to-day operations for FirstNet Authority. The DEDMS/CFO will provide key leadership of the support functions for the organization, to include but not limited to HR, IT, finance, internal controls and risk management, administrative services, and provides key direction and leadership over the authority's financial assets and resource management functions.

If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each mandatory PTQ, and you do not need to submit an ECQ narrative. All other applicants are required to respond to all ECQs and PTQs, addressing each ECQ and PTQ separately. Please give a complete and detailed answer for each mandatory qualification. Please keep in mind each ECQ and PTQ are unique qualifications. Therefore, duplicate responses are not sufficient in determining if you meet that specific qualification. Failure to submit a narrative statement or address any of the mandatory ECQs and/or PTQs is also considered incomplete and WILL NOT BE CONSIDERED . As a result, you will be rated as "INCOMPLETE". Applicants currently serving on a career SES appointment, eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by OPM are not required to be evaluated on the ECQs. OPM approval is required before appointing any current or former political appointee to a permanent position in the civil service. This includes anyone who has been a political appointee in the last five years.

Qualifications

To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to evaluate executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.

Professional/Technical Qualifications:

  1. Demonstrate knowledge and experience leading critical management and mission support functions and developing and implementing long-range strategic and operational plans for those functions.
  2. Demonstrate expert knowledge of and experience of financial management to include budget development and execution, accounting, and financial management controls.
  3. Demonstrates ability to effectively communicate, build and maintain trusted business partnerships (both internal and external), and collaborate across organizational boundaries to deliver outstanding customer service, respond to enterprise-wide issues and challenges, and build and maintain a high performing, high quality, efficient and engaged workforce.

Background Investigation/Clearance: This position is designated as Special-Sensitive (High Risk) | Top Secret (SCI).

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
