The United States Patent & Trademark Office (USPTO) is headquartered in Alexandria, VA. Duties
The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

The Senior Level Chief Patent Statistician is recognized as an expert data scientist and analytics specialist. The incumbent utilizes a wide array of scientific approaches, processes and techniques to develop agency metrics and exercises a thorough knowledge of statistics, ability to utilize big data and automate scripts and programs. The Chief Patent Statistician serves as an advisor to the Commissioner for Patents and Deputy Commissioners. The incumbent identifies areas of improvements and takes the initiative in resolving problems by the use of data mining and converting data into information that will assist management in their decision making.
Additional duties and responsibilities of the Chief Patent Statistician include, but are not limited to the following:
Utilize a good understanding of the total functions of Patents to aid in recommendations of process improvements and opportunities to enhance the overall patent process.
Provides insight, recommendations, and advice on policy and strategy to management.
Monitors data collection and the use of mathematical and statistical modelling, as well as the presentation of findings and recommendations to provide strategic advice in the use of the results.
Develops case studies when necessary and identifies training needs and overall efficiency and effectiveness gains for the Agency.
Utilize advance statistical techniques to create high performing predictive models and creative analyses to address business objectives.
Utilize industry standard communication and visualization tools to present complex quantitative information and analysis to senior executives.
Proactively develops and maintains consultative relationships with key business stakeholders.
Identifies and addresses data analytics needs for stakeholders and collaborates with other business units and organizations.
Communicates findings orally, in writing, and with innovative data visualizations to the Under Secretary and Director of the USPTO, senior leadership in Patents and other internal stakeholders, and external stakeholders in a clear and concise manner.

Qualifications
To meet the minimum requirements for a Senior Level position, candidates must be a recognized subject matter expert with directly related experience. Typically, experience of this nature will have been gained at the GS-15 or equivalent level in the federal service or its equivalent in the private sector. Candidates must demonstrate their experience meets the Professional Technical Qualifications for this position in their two-page resume and this experience must have been at a sufficiently high level of difficulty to clearly show the candidate possesses the required subject matter expertise and technical qualifications set forth below.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Examples of relevant qualifications include:
Comprehensive knowledge of patent rules and regulations as well as an appreciable breadth of knowledge in scientific and technological fields.
Broad knowledge of probability laws and probability modeling.
Wide-ranging knowledge and comprehension in patent examination guidelines and rules.
Exceptional communication and presentation skills.
Strong written and verbal communication skills.
Technically oriented and personally proactive with extreme attention to detail.
There is NO requirement to prepare a narrative statement specifically addressing the Professional Technical Qualifications (PTQs).
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQS): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
Knowledge and experience of a variety of statistical approaches to solve complex problems; skill in using a variety of statistical approaches to solve complex problems and provide recommendations or solutions.
Ability to communicate complex data, technical findings, and actionable insights to a variety of audiences orally and in writing.
Education
The individual must have a scientific or technical degree, or the equivalent.
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
